An electric utility shall make net energy metering accessible to qualified consumer-generators on a first-arrive, first-served basis right up until the earlier of both: (i) June 30, 2029; or (ii) the very first date on which the cumulative producing ability of net metering devices equals 4 % with the utility's peak demand for the duration of 1996.
